You can reach Mechuka by road after reaching Guwahati or Dibrugarh by airways or railways. Nearest airport and railway station is in Dibrugarh.
To cover sightseeing of Kohima city, you will just need one complete day. However, you can stay additional nights to explore the valley, to interact with the local tribal people, and to trek in the hills.

Yes. Inner Line Permits (ILP) is necessary for your entry to Arunachal Pradesh.
Inner Line Permits (ILP) can be obtained online from Arunachal Pradesh Government's dedicated website. Alternatively, you can obtained the permits offline by visiting the Arunachal Pradesh tourism office or the Arunachal House or the Office of Deputy Resident Commissioner situated in New Delhi or Kolkata or Guwahati. The Guwahati Airport also has a dedicated stall for obtaining ILP.
